Conchita Gusman

Member – GHF Finance Committee

Conchita Gusman is currently the Business Retention and Expansion Program Manager within the Economic Development Department at the City of Georgetown where she helps businesses navigate through challenges, opportunities, and gaining access to resources to support their growth in the city.   She works collaboratively with industry partners such as universities & technical colleges, the Georgetown Chamber, Georgetown Independent School District, Rural Capital Area Workforce Board, and Ft. Cavazos Military Transition Assistance Program to build a workforce pipeline needed to meet labor demand.

In addition to economic development, she has experience in human resources, college recruiting, culture change, public accounting, internal audit, and incentive and tax compliance, across a variety of industries including aviation, energy, gaming, and telecommunications.

Conchita’s local community engagement includes serving on the Georgetown Economic Development Advisory Board, Georgetown Promise Scholarship Committee, WILCo Aggie Mom’s Board, WILCo Economic Development Partnership, and WILCo Meals on Wheels.

Rachel Gallardo

Member – GHF Grants Committee

Rachel Gallardo brings over fifteen years of experience in educational leadership and system development. In her current role as Managing Director of District Programs at The Holdsworth Center, Rachel leads the team that designs and delivers all district programs and leads the team of embedded district support consultants that serve public school districts throughout the state of Texas.

Prior to joining Holdsworth, Rachel served as managing director of program innovation at a non-profit in Chicago, Illinois that serves families on the west and south sides of the city. In this role, she led the creation of a new program model for the organization and restructured the talent development system.

Rachel began her career in education as a science teacher in Charlotte, North Carolina and soon began working in leadership positions for education nonprofits in Dallas, Fort Worth, and Chicago. Throughout her tenure, she successfully worked alongside teachers and district leaders to impact student achievement gains, designed and executed high-impact professional development sessions for adult learners, and coached elementary, middle, and high school teachers to help them deliver rigorous instruction.

Rachel holds a bachelor’s degree in psychology from Texas A&M University. She is a proud product of Texas public schools and is a graduate of New Boston ISD. She enjoys spending time with her husband and two daughters, running, and making her own musical beats.

Tom Locke

Prior to retirement in August, 2022, Tom’s extensive financial background and understanding of the importance of service to others prepared him to effectively lead the Texas Methodist Foundation, the country’s largest Methodist Foundation. The Foundation provides services to strengthen the ability of Methodist churches, institutions and individuals to advance ministries. These resources include investments, loans, stewardship services, grants, endowment guidance and clergy leadership development.

Tom served over 30 years as President of TMF. Formerly he was involved in banking in the Georgetown area. A graduate of Texas A&M University, Tom later completed study at the Southwestern Graduate School of Banking at SMU.

As a lifelong United Methodist, Tom’s appreciation for the outreach of the Church is an important part of his life. He currently sits on boards of Perkins School of Theology at SMU, and Texas Wesleyan University in Ft. Worth. Tom previously served on the Board of Visitors at Southwestern University and the Executive Committee of Austin Area Research Organization. An active member of First United Methodist Church of Georgetown, Tom has served in numerous leadership roles.

Civic contributions include past service as president of the Georgetown Rotary Club and founding chair of Handcrafts Unlimited, a non-profit consignment shop for senior citizens.

Tom is married to Cindy Locke. They have six adult children between them and 11 grandchildren.

Ben Lake

Member – GHF Finance Committee

Ben came to Georgetown in 2002 to attend Southwestern University. After graduating with a degree in physics, he went to work for a local civil engineering firm designing and managing public transportation projects. In 2016 he formed Open Road Network Services, a Georgetown-based business providing honest, reliable, and affordable technology support to individuals and small businesses.

Ben enjoys serving in the community and has held or is currently holding leadership positions with First United Methodist Church, the Texas Methodist Foundation, Boy Scout Troop 151, The Wesleyan Homes, the Southwestern University Alumni Association, and Sleep in Heavenly Peace.

Ben’s wife, Jennifer, is an educator and together they have two elementary-aged children.

Joan D. Maier

Member – GHF Executive Committee
Chair – GHF Finance Committee

Joan, a Certified Public Accountant (CPA) and Chartered Global Management Accountant (CGMA) has been a resident of Georgetown and is active in the Georgetown Community since 1991.  Joan is the Senior Manager in the Client Accounting Services department at Atchley and Associates, LLP, a CPA firm in Austin, Texas. She was previously the Chief Financial Officer for Georgetown Rail Equipment Company, Georgetown, Texas.

Joan currently serves as the Finance Chair of the Georgetown Health Foundation. She also serves as the Chair for the FBG Church finance committee. Joan’s past service includes her duties as Board Secretary of the Executive Committee of the Georgetown Chamber of Commerce Board of Directors.  She is a member of the Delta Mu Delta (National Honor Society in Business Administration) Beta Kappa Chapter, the AICPA and the Texas Society of Certified Public Accountants.

Joan graduated from Southwestern University Georgetown, Texas with a B.A. degree and received her M.B.A. in Finance from St. Edward’s University, Austin, Texas.

Joan, a native Texan, has been married to Robert for 27 years and they have two children. They are actively involved in FBG Church Georgetown.  Joan’s interests include horseback riding, gardening, biking, playing the piano and reading.

Delta Jolly

Member – GHF Grants Committee

Delta Jolly has previously served her community as a police officer and dispatcher with the Georgetown Police Department and a local children’s book author. Delta has continued to teach members of the community as an adjunct professor with Austin Community College and currently as one of the Criminal Justice teachers for Georgetown ISD at Georgetown High School.  With over 13 years of service in public safety, it just made sense for Delta to continue her connection with the community through the public school system.

A graduate of Texas A&M University, Delta holds a bachelor’s degree in Agricultural Development and a master’s degree in Administration in Justice and Security from the University of Phoenix.

As a single parent, Delta is proud to be a part of the school system that is educating her daughter. She knows that in order to make changes and be impactful to the school system, you have to be a part of that change.

Pete Inman

Member – GHF Governance & Nominating Committee

Pete Inman is an accomplished strategist and thought leader within the private, non-profit and public sectors. In addition to founding Camino Real Financial Strategies and helping hundreds of families and small business owners move from financial clutter to clarity, Pete serves as the City Director for Resource Global – ATX,  where he is fulfilling his passion of advancing the Gospel of Jesus Christ by strengthening relationships between individuals who have influence in multiple spheres throughout central Texas and beyond.

Pete serves as an Austin Area Research Organization (AARO) member (Co-Chair Public Safety working group) and Central Texas Food Bank board member.  An experienced communicator, he excels in developing strong partnerships and strategic planning among diverse target markets.

Pete earned a BA from UT- Austin and MPA from The LBJ School of Public Affairs. He is passionate about Social Equity, Criminal Justice, and Education issues, as well as cultivating the next generation of Christian Leaders. Amy and Pete have been married for 28 years and have been Blessed with two God-glorifying children.

Denisse Baldwin

Member – GHF Grants Committee

A Texas A&M graduate, Denisse has served in public education for the last 16 years. She started as a third grade teacher in Grand Prairie ISD, and quickly joined Georgetown ISD in 2009. During her time in the classroom and as a math interventionist, Denisse was named teacher of the year, supported curriculum writing, implemented response to intervention within the master schedule, and was able to complete her master’s in educational leadership through Texas State University. She served as assistant principal at two elementary campuses in Georgetown ISD prior to opening a newly designed Purl Elementary in 2017 as campus principal. Dual language, social emotional learning, cross-campus collaboration, and on-going personalized professional learning are just a few of the initiatives she supported while leading the PK-5th grade campus.

 

Denisse truly believes in public education and the positive impact it has on our collective future. Collaborating with campus administrators, facilitating professional learning, and building relationships within the community are areas she’s excited about supporting as she moves into the Early Childhood/Title I Coordinator role within Georgetown ISD.

Char Hu, PhD

Member – GHF Finance Committee

Char received his PhD in molecular biophysics where he researched the underlying mechanisms for diseases like Alzheimer’s. He went on to build and operate Georgetown Living, a certified Alzheimer’s and dementia living facility known for its evidence-based design building and pet therapy ranch animals. Dr. Hu also founded and is CEO of The Helper Bees, an insurtech company in Austin. The Helper Bees works with some of the world’s largest insurance carriers to reduce their claims and administrative costs by keeping older adults at home. Dr. Hu serves on several non-profit boards whose mission is to deliver services to older adults in need.

Matt Smith

Matt Smith is the Assistant Executive Director for the Williamson County Juvenile Services Department in Georgetown, Texas.  Matt is a certified Juvenile Probation Officer and a Licensed Professional Counselor-Supervisor. He earned his Bachelor’s Degree in English & Psychology from the University of Texas at Austin in 1996 and his Master’s Degree in Human Services with a focus in Professional Counseling from St. Edward’s University in 2001. Matt began working in juvenile justice in 2001 as an Associate Psychologist with the Texas Youth Commission at Brownwood State School. He has worked for the Williamson County Juvenile Services Department for the past nineteen years having held previous positions as a specialized juvenile probation officer (mental health and substance use), counselor, program supervisor, facility administrator, Director of Field Services, and Director of Mental Health Services. Matt also serves as the co-chair for the Williamson County Youth Behavioral Health Taskforce.  Matt is a founding member of Resilient Wilco, a local initiative focused on educating the community about the impact of Adverse Childhood Experience (ACEs). He is certified as an ACE Interface Master Trainer through UT Teen Health in San Antonio and a Level 1 & 2 Trauma Informed Certification Trainer through Community Resilience Initiative. Matt is a member of the Georgetown Health Foundation Board of Directors. He serves on the Dual Status Task Force of the Children’s Commission of the Texas Supreme Court and as a Collaborative Council member of the Texas Judicial Commission on Mental Health.
